CEP Feasibility Option 2. The second paragraph notes that any exposure to a toxic agent poses a risk. This statement is incorrect. For carcinogens only there is a presumption that any exposure poses some albeit possibly very low risk. However, for noncarcinogens, there is a presumption that a threshold exists below which no potential exists for a hazard to occur. All chemicals are toxic, with the effect dependent on the dose. Water, while essential, at too high a dose, is a toxic agent.
